Foreign Workers on Closed Work Permits Can Still Switch Employers Under Updated Temporary Policy — Here’s How
Foreign nationals currently in Canada on closed (employer-specific) work permits can continue to benefit from a temporary public policy that allows them to change employers and/or occupations before receiving a new work permit.
This special provision, originally introduced during the COVID-19 pandemic, has been extended and updated, with the latest policy coming into effect on May 27, 2025.
What Does This Mean?
Normally, foreign workers with closed work permits are restricted to the employer and job role listed on their permit. Changing jobs would typically require waiting for a new work permit to be approved — a process that can take weeks or even months.
However, under this temporary policy, eligible workers can start working in a new job after receiving interim authorization from Immigration, Refugees and Citizenship Canada (IRCC) — usually within 10 to 15 days of applying for the exemption.
Who Is Eligible?
To qualify, applicants must:

Be in Canada with valid temporary resident status (including maintained status),

Have submitted a work permit application or extension,

Have been authorized to work at the time of application,

Intend to work for a different employer and/or in a new occupation as specified in their job offer.

You must apply for this exemption and wait for written confirmation from IRCC before starting your new job.

The only major change in the new version of the policy is that applicants are no longer exempt from providing biometrics.

As with all temporary public policies, this exemption may be revoked at any time without notice.
