September 9, 2025 – The Manitoba Provincial Nominee Program (MPNP) has issued a new round of invitations to candidates seeking permanent residency in Canada. In its latest selection round, the province invited 3,347 skilled workers and international graduates to apply for a provincial nomination, continuing its strong efforts to attract talent that supports Manitoba’s labour market needs.

Currently, there are over 150,000 jobs posted on Indeed Canada and more than 250,000 jobs listed on LinkedIn Canada. However, only 8–10% of these jobs have the potential to lead to permanent residency (PR). Invitations, also known as Letters of Advice to Apply (LAAs), were distributed across three key MPNP streams:

Why Some Eligible Candidates Did Not Receive an Invitation

The MPNP clarified that candidates meeting the draw’s cut-off score may still not receive an invitation  for two possible reasons, one a valid language test number was missing or expired in their Expression of Interest (EOI) and two

a candidate declared a direct invitation through a recruitment initiative but failed to provide a valid invitation number in their EOI.

What Are Strategic Recruitment Initiatives?

Strategic recruitment initiatives are specialized processes led by employers or community organizations. They allow Manitoba to directly invite candidates with critical skills, ensuring local industries can fill persistent labour shortages.

To qualify, employers must demonstrate genuine labour needs and complete Manitoba’s recruitment process.

Candidates, on the other hand must meet MPNP eligibility criteria, including education, work experience, and language ability and show intent to settle in Manitoba.

The MPNP also considers whether a candidate has ties to other Canadian provinces. If the program believes the candidate is unlikely to remain in Manitoba, the application may be refused.
