What RCIP is—and why “designated employers” matter
RCIP (Rural Community Immigration Pilot) is a community-driven pathway to PR. To be eligible, candidates need a full-time, permanent job offer from a designated employer in one of the community’s priority sectors (North Bay’s 2025 list includes business/finance & admin; health; education, law & social/community/government services; sales & service; trades & transport). After the job offer, the employer seeks a community recommendation during monthly intake windows; successful candidates then apply to IRCC for PR.
This pathway has been one of the most successful pathways in the country as per this review published recently.

FAQs we hear from candidates
Are these employers guaranteed to sponsor me for PR?
No. Being designated means they’re eligible to participate. You still need a qualifying offer, you must meet federal and community criteria, and the employer has to submit during an intake window.
Where is the official list of designated employers?
On RCIP North Bay’s Designated Employers page. It’s updated as companies are approved.
I’m Francophone—does FCIP apply here?
North Bay participates in RCIP. Canada also runs a Francophone Community Immigration stream in select communities; check the IRCC pilot overview to see where FCIP is active and how job-offer rules compare.
How do I find jobs from other designated communities? RCIP / FCIP has many other designated companies and overall this stream has over 1,000 PR eligible jobs as per the posting of this article. You can find the jobs via this link.
